I hadn't heard about electronic cigarettes until I saw your question. I would say that the FDA won't be making a lot of money as they are paid via our tax dollars, but the FDA is known to make a lot of money for those who run it and the corporate business buddies. FDA is corrupt and the interest of the employees of the FDA is to make money for themselves and the corporations. The health of the US taxpayer doesn't really matter to the FDA.
References :
The FDA have been suppressing smokeless cigarettes since 1987 by over regulating them - http://vapersnetwork.org/NJOY%20v%20FDA

Their excuse is that nicotine is a medicine and should have to prove effective (at something), of certain quality and 'safe'. The only recreational nicotine products permitted by them apparently is tobacco. Their system of regulation removes the competition from tobacco products and pretends that medical nicotine products are effective. Medical nicotine is well proven to be ineffective and that's a lot to do with the regulatory process itself. If caffeine was regulated in the same way it wouldn't be much fun either probably and folks would use the non-medical products even if they were harmful.

If traders sell a product with medical claims there is no question that they bring themselves under medical regulation. If products are sold for recreational use then authorities in the US don't know who can enforce consumer law so they're leaving the problem to the FDA who can only regulate as medicine or tobacco. There will be a court hearing later in the month that will determine if ecigs are medical devices or not.

My theory is that the FDA is not concerned with public health but is simply wrapped up in bureaucratic power play and empire building at the cost of common sense. If ecigs had been regulated in a way proportionate to their level of risk in 1987 there would probably be quite a few million healthier 'smokers' around now.

The anti-ecig campaigns by lobbyists and the FDA itself highlights the lack of concern for finding solutions to the old problems of tobacco that they thrive on.
References :
The FDA probably doesn't hate them, probably just doesn't trust them because they're new and there's no knowledge of long term side effects yet. It sounds safe, to vaporize nicotine, but when I first saw them out (I am a smoker) I thought it looked experimental and I wouldn't want to try it. Electronic cigarettes won't help people to quit smoking. Its the taste when you light a cigarette, the first inhale, that makes cigarettes nice. Its the smoke coming out of your mouth, its feeling the smoke go into your lungs. Vaporizing nicotine takes all of those factors away, which makes it different from actually smoking.
References :
It doesn't 'hate'them, your paranoia is showing. They are being sold as a medical appliance to help addition, they should damn well be able to go through trials to show they are effective before people pay good money for crap that doesn't work.

For that would mean people were being ripped off. Good for the FDA

And here is why. Sounds like a typical scam to me

"The U.S. Food and Drug Administration today announced that a laboratory analysis of electronic cigarette samples has found that they contain carcinogens and toxic chemicals such as diethylene glycol, an ingredient used in antifreeze.

Electronic cigarettes, also called “e-cigarettes,” are battery-operated devices that generally contain cartridges filled with nicotine, flavor and other chemicals. The electronic cigarette turns nicotine, which is highly addictive, and other chemicals into a vapor that is inhaled by the user.

These products are marketed and sold to young people and are readily available online and in shopping malls. In addition, these products do not contain any health warnings comparable to FDA-approved nicotine replacement products or conventional cigarettes."
References :
Do not buy cigarti. Cigarti is WAY expensive and there are way better brands to sign up with as a distributor. Check out http://www.ecigsavings.com youll see a ton of different manufactures you can go through. However there is also ways to get them at wholesale which is way cheaper per unit but you do have to buy a decent supply. Some will even put a logo on them for you of whatever you want so you can effectively start your own brand.Like http://www.alibaba.com/trade/search?SearchText=joye510&Country=&CatId=0&IndexArea=product_en&sq=y the joye 510 is a great model to go with and you can even sell the fluids and stuff to.
References :
http://www.ecigsavings.com

The electronic cigarette forums are an excellent source of information. The electronic cigarette company that I have come across that offers quite a large range of styles and colors would be Cigarti. There are others but this one has a variety. To price them compare a few online companies and the prices they have for generally the same gear, and then add your mark up based on your time and cost for offering them in your store! Hope this helps
References :
http://electronic-cigarette-brands.weebly.com/

Google 'e cig forum'

There is a forum called that, but I think their address is spelled out.

Anyways, you will find lots of information about the ecigs themselves, where to order them in small quanties or bulk, different brands/styles and pricing of the competition.

Just do us all a favor and dont sell the stupid crappy cheap ones. You will figure out which ones I mean if you do any of the reading. Most places selling them locally here have went the spam route - junk novelty electronics section, please.
References :
Hi Jenna,

There is no "best ecig" there is only an ecig that is "best for you". Seriously, it really depends a little on you and what you prefer.
The fact is that most e-cigarette models basically work the same way. In a nutshell, a battery powers an atomizer which vaporizes a nicotine/water solution that is inhaled by the user. The main differences are in overall quality/dependability as well as special/extra features that may appeal to you depending on your personality and needs.

Do you plan to refill your cartridges? If so, buy a 3 piece design.
Do you want it to look fake or realistic? Get a red LED or a blue/green one ...
Do you want cartridges with Chinese made smoke juice or USA made smoke juice?
Read this buying guide here further down on this page and you should be well prepared to make an online purchase:

I use GreenSmoke and I am very happy with this brand. I can not comment on any other brand because I have not tried them. Do a little research. GreenSmoke has a lot of information about electronic cigarettes in general. If you decide that you want to try GreenSmoke you can use my personal discount codes. disc10-15213 for orders $100.00 or more - disc5-15213 for orders under $100.00. I have read a lot of reviews about the cheap brands being a waste of time and money.

It is best practice to check the reviews and message boards for the best choice for you. Check electronic cigarette spot, youtube, and cigreviews.

If you dont care about portability and looking akward when smoking in public, you can go with a larger unit like the ego/tornado type product.

If you still want tons of vapor but a battery that wont last you days like the previous, go with a high quality mini cig. The best I have found is from www.ProSmokeStore.com. I tried both of the brands you inquired about and was very unsatisfied. I got my money back but wasted my time with them and two others before. Simply put, DO YOUR RESEARCH.

A few things I was concerned about
Battery life
Portability
Throat hit and vapor amount
Cost over the long run (how long do cartridges last)
Whats it made out of? Propleyne Glycol or Vegetable Glycerin, I prefer VG

Good luck!
References :
experience
